Summary
#4874 inadvertently moved the pnpm-patches folder from
common/pnpm-patchestocommon/config/rush/pnpm-patcheswhen subspaces are disabled. This PR restores the previous location for the non-subspaces case.How it was tested
Tested on a non-subspaces repo and in this repo (which is using subspaces).
